Mixed Feelings Greet Gov Otu’s Complaints, Solution Desk Establishment In C/River

Some residents of Cross River have commended Gov. Bassey Otu for establishing a complaints and solution desk aimed at strengthening synergy between the citizens and the government.

The residents who spoke in separate interviews in Calabar on Friday described the move as a good omen, and called for its religious implementation.

It would be recalled that Otu recently established a complaints and solutions desk as a feedback collection centre from members of the public.
Official reports from the government said that the feedbacks generated through the desk would be used to ensure responsive governance.
One of the residents, Dr Mcphalane Ejah, the Country Director, International Training, Research and Advocacy Project, described the idea behind the desk as ‘splendid and exemplary of an ombudsman’.
He said that the effectiveness of the desk in delivering the essence of its establishment was critical.
Ejah, also a member of the Chatham House, said that the desk would yield positive result if every complaint would be given equal attention.
“The desk should be ready to treat every complaint equally. A complaint against a high-ranking government official shouldn’t be swept under the carpet,” he said.
He further said that the system had failed to live up to its responsibilities, saying,” if not, there is no need to create another office for complaints”
“This unit can also be domiciled within Ministry of Justice for people to drop their complaints. Establishing a new office may not have been necessary, a citizens department already exists in the system,”he said.
Ejah urged the state government to empower already existing structures within the system to play their roles effectively.
Another resident, Mrs Gladys Ukom described the establishment of the desk as a political compensation to supporters of the state government.

“Let’s be truthful, if everything was moving well in the state and government agencies were doing their jobs, will this appointment be necessary? The answer is no,” she said.

Also speaking, Chief Anietie Abang, a community leader, urged residents of the state to make good use of the desk to enable the government to respond to their needs.

He said that although it is tempting to view the establishment of the desk as a political move, the people could still make the most out of it.

“It is too early to condemn the motive behind the desk. Let us use it for the reason they have given. Let us see how it will work out.

Tinubu To Unveil $400M Indigenous Crude Oil Terminal In Andoni, Rivers State

President Bola Tinubu is scheduled to commission the $400m Otakikpo Onshore Crude Oil Export Terminal in Rivers State on October 8, the first new crude export facility to be built in Nigeria in over 50 years.

The facility, developed by Green Energy International Limited, operators of the Otakikpo field in OML 11, Ikuru town, Andoni Local Government Area of Rivers State, is the first wholly indigenous onshore terminal built in Nigeria. The last such facility, the Forcados Terminal, was commissioned in 1971.

The inauguration is expected to attract top government officials, including the Minister of State for Petroleum (Oil), Senator Heineken Lokpobiri, Rivers State Governor, Siminalayi Fubara, and key stakeholders across the oil and gas sector.

The Otakikpo terminal is expected to serve as a lifeline to more than 40 stranded oil fields by providing a reliable evacuation outlet, potentially unlocking millions of barrels of crude previously trapped underground.

With an initial storage capacity of 750,000 barrels, expandable to three million barrels, and a loading capacity of 360,000 barrels per day, the facility is also projected to reduce production costs for indigenous producers significantly.

Chairman and Chief Executive of GEIL, Professor Anthony Adegbulugbe, described the terminal as a “game-changing national infrastructure.”

“What we have achieved here is not just a storage solution, but a pathway for about 40 stranded oil fields to finally contribute to the economy,” Adegbulugbe said.

The commissioning underscores the Federal Government’s renewed efforts to restore investor confidence in Nigeria’s oil sector, which has struggled with declining production, pipeline vandalism, oil theft, and rising operational costs in recent years.

Court Halts Police Tinted Glass Enforcement

The Federal High Court sitting in Warri, Delta State, on Friday ordered the Nigeria Police Force and the Inspector-General of Police to suspend the enforcement of the tinted glass permit by vehicle owners.

The court asked the police and the IGP to maintain the status quo and “respect judicial processes pending further proceedings in the matter.”

The court issued the interim order as hearing opened in Suit No. FHC/WR/CS/103/2025, instituted by legal practitioner John Aikpokpo-Martins against the Inspector-General of Police and the Nigeria Police Force.

The lawyer, John Aikpokpo-Martins, approached the court to challenge the legality of the new tinted permit enforcement.

In the interim order, the Court directed the police authorities to “respect judicial processes pending further proceedings in the matter.”

Senior Advocate Kunle Edun, SAN, who led the legal team for the petitioner, confirmed the development to journalists and noted that “the directive is a major step in ensuring that the rule of law is upheld while the substantive issues in the case are being determined.”

“We were in Court today. Federal High Court sitting at Warri has just made an order directing the Nigeria Police Force and the Inspector General of Police to maintain status quo and respect the processes of Court,” he said after the ruling.

2027: NASS Plans One-Day General Election … As INEC Boss Laments Delay in Amendment of Electoral Act

Speaker of Nigeria’s House of Representatives, Tajudeen Abbas has disclosed that Presidential, gubernatorial, national, and state House of Assembly elections might be held on the same day, if amendments to the Electoral Act is passed by the House and assented to by the President.

Abbas who spoke when a delegation of the European Union Election Observation follow-up mission to Nigeria’s 2023 general election visited him in Abuja yesterday said the proposal before the House includes the conduct of all elections in one day.

Abbas, in a statement by his Press Secretary, Leke Bayeiwu, told the EU team led by Barry Andrews that its reports on the 2023 polls were being considered in the ongoing electoral and democratic reforms by the National Assembly.

The Speaker said: “I want to acknowledge that the leadership of the country under President Bola Ahmed Tinubu is committed to ensuring that we improve on our electoral processes, particularly regarding the observations made (by international observers) on the 2023 elections.

“We in the National Assembly have also been busy working to gather as many issues as possible, arising from the last elections, so that we can see how we can legislatively address them; so that our next election will be more transparent, acceptable and in alignment with international standards.”

He further informed the team that a recent joint Senate and House of Representatives leadership meeting resolved to isolate electoral amendment issues and accelerate their consideration and passage and allayed fears about the timeliness of the reforms.

“We agreed that because of some of the amendments that we want to bring forth – (some are by way of Act of Parliament, some are by constitutional amendment) we will fast track and isolate the electoral issues and take them as one, single entity; and push them forward for the National Assembly to deliberate and take a position; and then send them to the sub-nationals (state Houses of Assembly) to also consider within a short timeframe – between now and December,” Speaker Abbas said.

He also reassured the team that the Parliament was “very serious” about electoral reforms, Abbas said the National Assembly was proposing new initiatives, including reserved parliamentary seats for women, reserved parliamentary seats for Persons With Disability (PLWDs), a constitutional role and financial autonomy for traditional rulers, a single-day election, among others.

The Barry Andrews-led delegation also visited Headquarters of the Independent National Electoral Commission (INEC), where its chairman, Mahmood Yakubu, warned that delay by the lawmakers in amending the Electoral Act 2022 could hamper preparations for the 2027 general election.

The delegation, which has been in the country for about three weeks to study the level of implementation of the recommendations contained in its report after the 2023 general election, also interfaced with the Peoples Democratic Party (PDP).

He emphasised the cultural alignment with new colleagues, whose expertise and insights had enhanced seamless performance across the group.

According to Brown, combining Seplat’s onshore experience with offshore know-how had strengthened operations, already delivering improved cash flows from day one.

He added that a reserves upgrade confirmed significant production potential in oil and gas, with assets close to export infrastructure under Seplat’s control.

Brown said Seplat was confident of increasing production in line with the government’s target of 3.0 MMbbl liquids and expanded gas output for domestic and export markets.

He highlighted the company’s operator mindset, stressing that Seplat acquires assets where its capability can unlock hidden value, particularly mature fields requiring agile management.

The CEO noted Seplat’s track record of reviving onshore assets, maintaining low costs, and strengthening its balance sheet while ensuring dividend returns to investors.

Brown reiterated the company’s commitment to safety and operational excellence, targeting maximum production and cash flows for business resilience.

He said Seplat remained a low-cost operator, capable of weathering price volatility and extended market downturns.

The CEO added that most staff were highly qualified Nigerians, aligned with the company’s vision, ensuring shared success for Seplat and Nigeria’s energy system.

He also affirmed Seplat’s strong leadership pipeline and succession planning.

Seplat’s Chief Financial Officer, Mrs Eleanor Adaralegbe, spoke during a panel on financing upstream projects for domestic energy security.

She said Seplat had raised over $4 billion in debt to fund operations while maintaining a low leverage threshold of below 1.5x through the cycle.

Adaralegbe listed financing options such as IPO, revolving credit facility, bonds, and advance payment facilities, alongside refinancing legacy loans like the $110m RBL.

She added that Seplat secured $320m project financing for ANOH, its joint venture with the Nigerian Gas Infrastructure Company, a subsidiary of NNPC.

Adaralegbe stressed the importance of appealing to international investors due to high borrowing costs in Nigerian banks.

She noted Seplat’s dual listing status had helped it repeatedly refinance, extend maturities, reduce debt costs, and maintain moderate leverage.

She added that Seplat’s credibility with lenders stemmed from asset diversification, steady production, strong financials, low leverage, tax efficiency, and leadership focus.

Nigeria’s non-oil export hits $1.79bn in Q1, 2025 – NEPC

The Nigerian Export Promotion Council (NEPC) says Nigeria’s non-oil export has risen to $1.791 billion in the first quarter, 2025.

The Chief Executive Officer of the council, Nonye Ayeni, said this at a one-day sensitisation exercise organised by the Council for Sesame seed farmers on Thursday in Dutse, Jigawa.

The theme of the workshop is: “A Tactical Involvement for Enhancing the Production Capacity of Sesame Seed in Jigawa State.”

Represented by Okany Chika Sylvia, Chief Trade Promotion Officer, NEPC, Ayeni said the export value represents 24.75 per cent increase compared to 19.59 per cent for the first quarter, 2024.

She said non-oil performance 2024 indicated that sesame seed ranked number three out of the top 20 export products, amounting to 337.8258 metric tonnes with 4.63 per cent of the quantity exported.

“Nigeria can obtain a significant share in the enormous forex from sesame seed export in the global market,” she said.

Ayeni stressed the need to enhance the nation’s sesame yields and production to maximise the export potentials along the value chain.

In a presentation, Sylvia said the export of Nigeria’s sesame seed to Japan between 2019 and 2021 was allegedly threatened due to the discovery of excess pesticide residue and salmonella.

“The offshoot this discovery was raised by Japan Oil and Fat Importers and Exporters Association (JOFIEA) on 5th August, 2022.

“Relatively, the Japanese Authorities allegedly confirmed that a high dose of pesticide residue found in Sesame Seed exported to Japan between 2019-2021 was 1.9 times in excess of Maximum Residue Limit (MRL),” she said.

Sylvia highlighted that some of the challenges related to sesame seed export include poor compliance with sanitary and phytosanitary requirements, cross contamination during handling process, and lack of proper documentation by exporters.

The NEPC official highlighted some of the solutions to include addressing contaminant issue from the farm gate to the market, comprehensive approach and leveraging training of farmers on Good Agricultural Practices (GAP).

“The introduction of technology driven traceability system, tackling logistic hurdles, packaging and product differentiation will also curtail the situation.

“Quality testing, deployment of modern technology, awareness campaign as well as establishment of good storage system is vital,” she said.

Sylvia advocated establishment of clusters within medium term frame, stressing that the council would engage relevant stakeholders to ensure zero rejection of agricultural exports, especially sesame seed.

“We believe that through strategic engagement, partnerships Nigeria’s sesame seed export will be boosted and competitively repositioned across major destination markets.”

Mr Abdulkadir Aliyu, NEPC Coordinator in Jigawa, said the forum aimed at increasing Nigeria’s sesame seed output.

He said the overall objectives was to help the country tap into the growing opportunities in the global market, particularly in foreign exchange earnings.

“This is a valuable opportunity to gain insights and contribute meaningfully to the development of this important sector,” he said.

One of the participants, Balaraba Ibrahim also called for the establishment of aggregation centres for sesame seed processing in Jigawa.

She expressed concern over the level of exploitation being faced by sesame farmers, who lack the capacity to process the produce, adding the trend forced them to dispose it at cheaper prices.

Another participant, Magaji Rabi’u advised farmers and residents of the state to explore export opportunities through the NEPC.

Coach of Nigeria’s Flying Eagles, Aliyu Zubairu has hailed the fighting spirit of the team in thier spectacular victory over Saudi Arabia on Tuesday.

Nigeria on Friday defeated Saudi Arabia 3-2 in a Group F match at the FIFA U20 World Cup in Talca, Chile.

Zubairu said the victory was a morale booster to the team, as it will spur them to greater confidence in their final group game against Colombia. He said his players showed great determination to earn the win.

“The players made up their minds that they had to go all out for the three points here, and that is what motivated them. Now it’s simple: we have to go all out for the three points against Colombia. It’s as simple as that,” he told FIFA.com.

The win against Saudi Arabia earned the Flying Eagles three points and boosted their chances of reaching the Round of 16.

Nasiru Salihu opened scoring for Nigeria in the 10th minute.

Saudi Arabia drew level in the 21st minute through Amar Alyuhaybi.

Amos Ochoche restored Nigeria’s lead seven minutes before the break. The first half ended 2-1 in favour of the Flying Eagles.

Talal Haji equalised for Saudi Arabia six minutes into the second half.

Nigeria sealed the win in stoppage time when skipper Daniel Bameyi converted a penalty to make it 3-2.

Rivers Monthly Environmental Exercise: Why Gov Fubara Ordered A Halt

The monthly sanitation exercise in Rivers State adopted for a cleaner and more friendly environment would not hold this Saturday, October 4, as earlier announced by the Rivers State Waste Management Agency (RIWAMA).

The postponement of the exercise, The Atlantic Bell learnt is to enable the Agency adopt a more standard and pragmatic approach to the issue of waste management in the state.

Chairman of the board of RIWAMA, Samuel Nwanosike told newsmen shortly after emerging from a meeting with the state governor, Sir Siminalayi Fubara, that the monthly sanitation exercise will be put on hold until further notice. He said the governor directed that the agency should adopt a humane approach to the exercise.

“The governor wants a different approach and to put a human face and make sure that the people see through waste management and to give them the best of it”.

He said: “Subsequently, we also want to seize the opportunity to inform the people of Rivers State that the initially proposed environmental sanitation exercise scheduled to hold on October 4, is hereby put off until further notice. This is to allow us build more capacity in tackling the issues of waste management in the State.”

He said that Governor Fubara has pledged sustainable environmental cleanliness as the Chairman, Rivers State Waste Management Agency (RIWAMA), Dr. Samuel Nwanosike, announced the suspension of the mandatory sanitation exercise in the state shortly after meeting with the governor.

Nwanosike, a former Chairman of Ikwerre Local Givernment Area, had on assumption of office as the RIWAMA boss announced compulsory monthly sanitation exercise amidst public outcry against the approach.

Nwanosike said the governor is desirous of clean healthy environment for the people and had ordered actions to be taken against some challenges like the habit of blocking drains.

He said Gov. Fubara also assured the agency of all the support it needs to keep the environment clean and to carry out its daily activities adding that the governor has promised to assist the agency with new dumpsites.

He said: “It is the governor’s wish that the people live in good health. He is also aware of the little challenges as it concerns blocking of the drains which are activities caused by our people who use their refuse to block our drains.

“His Excellency has also given directives on the actions to take and after now Rivers people will enjoy the dividends of democracy in waste management.

“The actions of making sure that our refuse are properly managed, provision of new dump sites, properly managed dump sites and giving us all the infrastructure we need to make sure that we are able to give the needed results.

Also speaking, the Managing Director of the Agency, Dr. Ibimila Wokoma said they met with the governor to brief him on the activities of the agency.

The National Board for Technology Incubation (NBTI) says Nigeria is ready to showcase 105 innovations in London that will attract foreign investments and provide solutions to some challenges facing humans.

The Director-General of NBTI, Dr Kazeem Raji made this known during a world press conference on the Grand Finale of NextGen Innovation Challenge 2025 on Thursday in Abuja.

Lassa Fever: Nigeria records 166 deaths In 2025 … Fatality Rises Above 2024 Figure –NCDC

The Nigeria Centre for Disease Control and Prevention (NCDC) says 166 people died from Lassa fever between January and September 2025, with the case fatality rate now higher than 2024 year.

This is contained in Epidemiological Week 37, covering Sept. 8 to 14, cited on the NCDC website on Thursday.

The Public Health agency said that 895 confirmed cases were recorded across 21 states and 106 local government areas.

It said that this represents a case fatality rate (CFR) of 18.5 per cent, compared to 16.9 per cent reported within the same period in 2024.

The agency noted that while suspected and confirmed cases were fewer than those reported last year, more patients are dying because of late presentation and poor health-seeking behaviour, often linked to the high cost of treatment.

According to NCDC, Ondo, Bauchi, Edo, Taraba and Ebonyi states continue to account for 90 per cent of all confirmed cases, with Ondo alone responsible for a third of infections.

The NCDC also confirmed that no new healthcare worker was infected during the reporting week.

However, it warned that poor environmental sanitation, weak awareness in high-burden communities and delayed treatment continue to fuel the spread and severity of the disease.

Lassa fever is an acute viral haemorrhagic illness caused by the Lassa virus.

It is transmitted to humans through contact with food or household items contaminated by infected rodents, particularly the multi-mammate rat.

Human-to-human transmission can also occur, especially in healthcare settings without adequate infection control.

Symptoms include fever, headache, sore throat, chest pain, vomiting, diarrhoea and in severe cases, unexplained bleeding.

The disease is endemic in parts of West Africa, with Nigeria bearing the highest burden.

To strengthen control, the NCDC said it had deployed 10 rapid response teams to affected states, launched new infection prevention and control (IPC) training modules and supported clinical management fellowship programmes in collaboration with local and international partners.

The agency urged states to intensify community engagement and preventive campaigns and reminded healthcare workers to maintain high suspicion and initiate early treatment when symptoms appear.
