Nigerian Skater to Attempt Two Guinness World Records, Dec. 7

0

Nigerian inline Skater and Youth advocate, Sylvester Phadion, is set to attempt two Guinness World Records on December.7 at the Nnamdi Azikiwe International Airport, Abuja.

Phadion stated this in an interview on Thursday in Abuja.

He said that the record-breaking attempt would take place inside a designated concourse area at the airport to mark International Civil Aviation Day.

The skater said he wants to attempt the fastest snake sideways slalom on 500 cones in inline skates ( a new record category).

He said he will also break the existing record for the fastest 20-Cone Slalom in inline Skates, a record already existing under Guinness World Records.

The record-breaking attempts are part of a larger mission to promote community development and national transformation.

Phadion aims to use his platform to raise awareness and funds for his community, which lacks access to basic necessities like clean water, healthcare, and youth opportunities.

“ My people have no access to clean water, healthcare, or youth opportunities. Skating has given me a voice now; I’m using it to give my community hope.

“ In a community where despair seemed ubiquitous, skating became my refuge. While others found comfort in alcohol or drugs, I found joy and freedom on wheels.

“Unity Skaters Club of Nigeria has been promoting positive change and providing opportunities for young Nigerians.

“The club has grown to over 10 million members nationwide and has organised numerous events to address societal issues through sport,” he said.

Phadion’s achievements have earned him recognition both locally and internationally, including a commendation from the Adamawa Government for his contributions to youth development and peace building.

He has organised numerous national skating events aimed at addressing societal issues through sport, including discovery contests Abuja (2015), Skating King of the Street (2016) and Skatember Unilorin (2017).

Others are Skate-A-Thon Calabar (2024) and Fresh Air Skating Championship Yola (October 2025), which hosted over 800 skaters from 33 states.

His Guinness World Records attempt is a testament to his dedication to promoting skating and empowering young people in Nigeria.

Phadion’s Guinness World Records attempt is not just for the title — it’s a fundraising campaign aimed at addressing pressing needs.

In spite of limited infrastructure, his passion for skating and leadership has taken him to South Korea, Germany, France, and the Netherlands, where he studied international sports systems and returned home to apply his learning.

Telecoms Sector Recorded 9,384 Fibre Cuts, 3,241 Equipment Thefts In Eight Months

0

Nigerian Communications Commission (NCC) has disclosed that the telecommunications sector recorded about 19,384 fibre cuts, 3,241 equipment thefts, and over 19,000 denials of access to sites between January and August 2025 alone.

The Executive Vice-Chairman (EVC), NCC, Dr. Aminu Maida made this known on Wednesday while delivering his keynote address at the Rural Connectivity Summit in Lagos.

Maida said in his address titled, “Leaving Nobody Behind: Leveraging Regulatory Advantages to Bridge Nigeria’s Digital Divide,” that he was reaffirming its commitment to bridging the country’s stark urban-rural digital divide.

To counter the menace, he noted that the NCC championed the Critical National Information Infrastructure (CNII) Presidential Order, signed in June 2024, which empowered law enforcement to combat vandalism.

He urged state governments to continue to adopt Zero Right of Way policies and appealed to communities to protect telecom assets and to view them as their “bridge between backwardness and global relevance.”

Maida, who was represented at the occasion by the Controller, NCC Lagos Office, Mr Tunji Jimoh,
said that as of August 2025, Nigeria’s broadband penetration stood at roughly 48.81 per cent, and
that urban areas in Nigeria enjoyed up to 57 per cent internet access, while rural communities lagged significantly at only 23 per cent.

He said that the real challenge, however, lay in political will, policy consistency, and coordinated commitment.

The Rural Connectivity Summit, which is the first edition in Nigeria, had the theme: “Rethinking Digital Connectivity to Unlock Rural Economic Potentials.”

It is recalled that in line with Nigeria’s National Broadband Plan (NBP) 2020-2025, the nation is expected to achieve a 70% broadband penetration rate by the end of 2025.

Maida said further that the 2025 International Telecommunication Union’s ICT Development Index (IDI) ranked the country at 137th position out of 164 economies with a score of 52.9.

He noted that the score was an improvement from 46.9 in 2024.

The EVC decried this poor ranking, saying it was due to persistent gaps in internet usage (39.2 per cent) and household access (40.1 per cent)

He said that a 10 per cent increase in broadband penetration could drive a 1.38 per cent rise in Gross Domestic Product (GDP) in developing economies.

“Over 45 per cent of Nigeria’s population lie in rural areas, yet they face systemic exclusion from digital opportunities, broadband penetration, and digital lag.

“The accurate measure of connectivity is not in megabits per second, but in the economic value it creates or loses.

“A community without digital connectivity is functionally invisible, cut off from modern education, global markets, specialised healthcare and opportunity,” he said.

Maida said the NCC’s regulatory and financial intervention was a multi-pronged approach to combating the divide, driven by its Universal Service Provision Fund (USPF).

He announced the recent launch of the Nigeria Digital Connectivity Index (NDCI) on October 9, 2025, an annual public scorecard designed to measure each state’s digital readiness and foster accountability.

In his address, Mr Tony Emoekpere, President of the Association of Telecommunication Companies of Nigeria (ATCON), said that rural connectivity was key.

Emoekpere said that everyone knew the impact of broadband when it comes into an area, noting that it impacted positively on lives, businesses, and other areas.

He stressed that broadband was not a subjective discussion but a need, with the issue being how to achieve it.

“We need to move away from talk shop into action, and I would encourage the convener of this summit to ensure that at the end of the day we are looking at actionable points and identifying potential drivers,’’ he said.

The co-founder, Infratel Africa, Dr Tola Yusuf, in his presentation, “Incentivising Digital Infrastructure Deployment as the Backbone of Successful Rural Connectivity”, said that the backbone to rural prosperity was digital connectivity.

Yusuf said that, however, the backbone of connectivity was the right incentive structure.

He said that all should look at the right incentive structure, put the model in place, keep the conversation going, and then the narrative would begin to change.

Yusuf said: “So, this synergy approach is just restrictive and all these conversations are what we need to put together to be able to work this thing to go to the next stage of rural connectivity in Nigeria.’’

In his welcome address, the Convener of the summit, Omobayo Azeez, said that the summit was dedicated to one of the most urgent challenges and the greatest opportunities of our time.

Azeez stressed that bridging Nigeria’s digital divide promoted inclusion and drove socioeconomic growth.

He said that the gathering was more than another event on the technology calendar; it was, in truth, a national call to action.

According to him, it is a call to confront the realities that continue to hold millions of Nigerians back from participating fully in the digital economy.

“According to official data, more than 20 million Nigerians still live without any form of connectivity access.

“That number is not just a statistic; it represents families, farmers, teachers, traders, and health workers. People who remain cut off from the transformative power of ICT,’’ he said.

The convener said that to further put it in perspective, the figure of digital non-inclusion exceeded the population of some African countries.

Azeez noted that from indications, this problem was not a question of capability because the technologies for accelerated digital inclusion existed.

According to him, also, the operators and investors are, and in fact the opportunities are clear.

He said the real challenge, however, lay in political will, policy consistency, and coordinated commitment.

Azeez said that rural connectivity must become a deliberate national priority in Nigeria and not just a footnote in its development agenda.
The convener said that connectivity was more than cables and towers. It was access to education, healthcare, markets, governance, and opportunity.

He said: “Every unconnected community represents lost potential of a student who cannot learn remotely, a farmer who cannot access market prices, a clinic that can not receive telemedical support .”

Anglican Church To Consecrate 15 Bishops, Inaugurate 14 Dioceses In Abuja

0

The Church of Nigeria, Anglican Communion, is to consecrate 15 new bishops and inaugurate 14 newly created dioceses on Nov. 9. in Abuja

Mr Korede Akintunde, Communication Officer of the Church, disclosed this in a statement on Thursday in Abuja.

He said that the Primate, Most Rev. Henry Ndukuba, would lead a gathering of Archbishops and Bishops in a sacred service on the day, to perform the ecclesiastic functions.

According to Akintunde, the consecration of 15 newly elected bishops and creation of 14 dioceses marked a massive expansion of the church’s episcopal leadership.

“This historic event is the culmination of a process that began at the Episcopal Synod held on Sept. 18, 2025 at the Cathedral Church of Emmanuel, Okesha, Ado-Ekiti.

“Rising from that synod, the House of Bishops elected new bishops to fill one existing vacancy in the Diocese of Irele/Eseodo and to provide leadership for 14 of the 15 recently created dioceses.’’

He said that the move signaled both growth and a strategic spread of the gospel.

“The consecration service will confirm the 15 men as the new episcopal leaders, entrusting them with the spiritual oversight of their respective dioceses.

“However, the momentum will not stop in Abuja. Immediately after the consecration service, the church will embark on an unprecedented six-week stretch of diocesan inaugurations across the nation.

“From the middle of November to the cusp of Christmas 2025, the Primate will crisscross the country to officially inaugurate 14 new dioceses, planting the flag of the Anglican Communion in fresh territories and deepening its reach.

“The inauguration schedule is tentatively slated as follows: For Keffi-Karshi and Nasarawa, it will be Nov.15, while Lagos South-West will be Nov. 25, For Oyo South and Oyun will be Nov 26 and Ekiti South in Nov. 27.

“Others are Idanre in Nov. 28, Ozoro in Dec. 2, Ikom and Ogoja in Dec. 4, Kalabari and Omoku in Dec. 5, Zuru in Dec. 17 and Takum in Dec. 20,’’ he said.

Akintunde quoted Ndukuba to have called on all faithful to cover the newly elected bishops and their families in prayer as they prepare to transition into their new, demanding roles in the days ahead.

“This is a time of great blessing and responsibility for the Church of Nigeria. We are witnessing the hand of God moving mightily to expand His kingdom and we must undergird this new chapter with fervent prayer and support,” the Primate said.

This dual event of consecrations and inaugurations represents one of the most significant single-day and single-season administrative and spiritual expansions in the recent history of the Church of Nigeria, setting a new trajectory for its mission and ministry in the nation.

Breast Cancer: Oncologist Urges Women To Prioritise Screening For Survival

0

Dr Samuel Otene, a Consultant Radiation and Clinical Oncologist, has advised Nigerian women on lifestyle modifications, regular self-examination, and early medical intervention to tackle breast cancer.

Otene gave the advice on Thursday in Lagos at a two-day workshop organised by the Health Writers Association of Nigeria (HEWAN) for journalists and to commemorate the 2025 Breast Cancer Awareness Month.

The training was in partnership with the Nigerian Institute of Medical Research (NIMR) and supported by Roche Nigeria.

The oncologist, who works at Benue State University, noted that the survival rate of breast cancer in the country was low.

He attributed the low survival rate to late detection, inadequate access to screening medical care, and other factors.

According to the World Health Organisation (WHO), breast cancer is the most common cancer worldwide and the leading cause of cancer death among women.

“Preventive measures and early detection are key in the fight against breast cancer.

“However, in this part of the world, most women do not perform self-examinations and only visit the hospital when the disease has advanced.

“Women should always be on the lookout for symptoms like new lumps, breast skin changes, whole breast, nipple swelling, and other noticeable changes and seek prompt medical care.

“Modifiable and non-modifiable risk factors are some of the causes of breast cancer, hence, the need to maintain a healthy lifestyle.

“Breast cancer can originate from any cell in the breast. Gender, age, family history, obesity, alcohol consumption, high fatty diet, among others, are some of the risk factors attributed to the disease.

“Women above 40 years are also advised to undergo mammograms for early detection,” he said.

Otene charged journalists to intensify public awareness through their reportage, especially in areas where stigmatisation and myths about breast cancer were common.

RSG Moves to Strengthen Local Content Through Expatriate Attachee Initiative

0

The Rivers State Government has called on the Nigerian Immigration Service (NIS) to fully implement the recently reviewed Expatriate Administration System (EAS) policy, which includes the Expatriate Quota (EQ) programme, aimed at promoting knowledge transfer and local content development.

Secretary to the State Government (SSG), Hon. Benibo Fredrick Anabraba, made the call during a courtesy visit by the Comptroller of Immigration, Rivers State Command, CIS Yabagi Ibrahim Abdulmajeed, and his team in Port Harcourt.

Hon. Anabraba emphasized that the Governor Siminalayi Fubara-led administration remains committed to partnering with the NIS and other security agencies for the benefit of residents and sustainable economic growth. He noted that the Expatriate Attachee Policy, which allows Nigerians to work alongside expatriates for hands-on learning, would help develop local manpower and ensure efficient technology transfer across industries.

He reaffirmed the State Government’s open-door policy, assuring continuous collaboration with the Immigration Service to promote employment, security, and economic advancement.

In his remarks, CIS Abdulmajeed highlighted ongoing reforms in visa and passport processing and revealed that several undocumented immigrants had been identified and apprehended, urging citizens to avoid shielding such individuals.

Reps Commence Investigation Into Non-remittance Of $850bn Crude Oil Proceeds

0

The House of Representatives on Wednesday flagged off the investigation into the activities of oil and gas industry operators who allegedly failed to repatriate an estimated 40–45 per cent of Nigeria’s crude oil export proceeds, amounting to approximately $850 billion between 1996 and 2014.

Speaking in Abuja during the inaugural meeting of the Ad-hoc Committee mandated to investigate Pre-Shipment Inspection of Exports and Non-repatriation of Crude Oil proceeds, Hon. Seyi Sowunmi expressed concern over the flagrant breach of the Pre-shipment Inspection of Exports Act CAP. P26 Laws of the Federation of Nigeria (LFN) 2004, established the Nigerian Export Supervision Scheme (NESS), enacted to “prevent capital flight, ensure accurate export valuation, and safeguard Nigeria’s foreign exchange earnings among other noble objectives.

“Before the enactment of the Act in 1996, Nigeria suffered endemic leakages in the form of under-valuation, delayed invoicing, price manipulation, illegal swaps, and deliberate over-loading

“The Act provides the legal framework for the NESS and makes it mandatory for all Nigerian exports to be inspected prior to shipment in order to ascertain the quality, quantity, and price of all our exports. The Act also provides for the legal framework for the repatriation of the export proceeds. By law, oil export proceeds must be repatriated within 90 days from the date of shipment and 180 days for non-oil export.

“Recent allegations suggest a significant breakdown in compliance by relevant stakeholders. It is alleged that operators in the oil and gas industry failed to repatriate an estimated 40–45 per cent of Nigeria’s crude oil export proceeds, amounting to approximately USD 850 billion between 1996 and 2014, in clear contravention of the law.

Even more worrisome is the disparity among export-earnings data reported by government agencies such as the CBN, the Department of Petroleum Resources (Now NUPRC), the Nigerian National Petroleum Corporation and the National Bureau of Statistics, as well as the inconsistencies between Nigerian and international bodies such as OPEC data.

“Non-oil export, especially solid minerals from mining activities and production and export of commodities allegedly have high non-compliant export earnings reports.

“The House of Representatives, under the able leadership of Rt. Hon Tajudeen Abass, PhD, in support of the renewed hope agenda of His Excellency, President Bola Tinubu, set up this committee to investigate the massive revenue leakage stated above.

“The Committee would conduct investigative public hearings to determine the exact amount of oil, gas and non-oil export proceeds unrepatriated since 1996, ascertain why government agencies report conflicting export-earnings data, engage experts for forensic reconciliation of export-proceeds accounts, and investigate the management and utilisation of funds under the Nigerian Export Supervision Scheme.”

He assured that the ad-hoc committee will be “guided strictly by evidence, not speculation. Our work will be document-based, data-driven, transparent, and verifiable. Our aim is this: Nigeria must receive, in full and promptly, every dollar legally due from its exports.”

Sowunmi further noted that the success of the Ad-hoc Committee depends on “our collective support for the benefit of our great nation, Nigeria. Our measure of success is not publicity but verifiable financial recovery to the Federation Account.

“This is a whole-of-system exercise. Operators must supply shipment-to-receipt trails; regulators must reconcile production, certification, and FX returns; financial institutions must provide account-level evidence of repatriation within time. Where breaches are discovered, appropriate civil and criminal sanctions shall be applied.”

While soliciting for the support of the media during the investigation, he assured that the Ad-hoc Committee will “provide periodic factual updates and publish non-sensitive documents if necessary. We urge the media to focus on verifiable progress and avoid premature figures that could mislead the public.

“The Committee will actively utilise existing whistleblowing channels, guaranteeing confidentiality and possible rewards for credible information from industry staff, inspection agents, bankers, and concerned citizens.”

To this end, he urged all stakeholders, corporate and individual, to cooperate fully with the Committee, stressing that the Ad-hoc Committee’s inquiry is non-partisan but aimed at protecting and strengthening the country’s economy.

FG Expands Basic Healthcare Fund To 13,000 Facilities …As PHCs Record Over 80 Million Visits In 2025

0

The Federal Government has expanded the Basic Healthcare Provision Fund (BHCPF) to over 13,000 Primary Healthcare Centres (PHC) facilities nationwide,

Prof. Muhammad Pate, the Coordinating Minister of Health and Social Welfare, made this known on Wednesday in Abuja, at the 12th Ministerial Oversight Committee (MOC), the Basic Health Care Provision Fund (BHCPF).

Pate said over 80 million visits to the PHCs were recorded in the first half of 2025, representing a fourfold increase compared to 2023.

The minister said the Federal Government also approved the disbursement of N32.9 billion under BHCPF 2.0 to strengthen service delivery and improve staffing, drugs, and operational capacity at PHCs.

He said the number of BHCPF-supported facilities had increased from 8,800 to 13,000, with plans to reach 17,000 by the next phase of implementation.

The minister said over 21 million healthcare visits had been supported through BHCPF, including more than 11,000 emergency cases and 15,000 women reimbursed for obstetric care.

He said Nigeria has recorded a 12 per cent reduction in maternal mortality compared to 2023, alongside a surge in immunisation and insurance coverage for vulnerable populations.

Speaking on the government’s health data reforms, Dr Tomi Coker, Commissioner of Health Ogun State, said the use of national identification numbers now allows real-time verification of service delivery data across communities.

Coker said this reform ensures accountability, transparency, and accurate tracking of health interventions, enabling policymakers to make evidence-based decisions at both the national and state levels.

The Executive Director of the National Primary Health Care Development Agency (NPHCDA), Dr Muyi Aina, commended Nigerians for embracing primary healthcare services and building renewed trust in the public health system.

Aina said over 40 million PHC visits recorded in 2025 demonstrate the growing confidence of citizens in the government’s reforms and the quality of services now available across the country.

He said the utilisation of PHCs had increased threefold compared to non-BHCPF facilities, adding that Nigerians were responding positively to improved service delivery and accessibility.

He said immunisation performance had improved significantly, with the third dose of the pentavalent vaccine rising to 91 per cent coverage, nearly doubling the rate recorded two years ago.

He said more than 90 per cent of children were now being reached in supported facilities, reflecting improved community engagement and health worker performance nationwide.

According to him, the agency is expanding BHCPF-supported PHCs by 5,220 in the next phase, selected in collaboration with states to ensure equitable distribution based on population needs.

He said low-volume PHCs would receive support for up to 600,000 people, while high-volume facilities would cover populations exceeding 800,000 under the new allocation model.

He said that in collaboration with states, the agency had added 247 new functional PHCs in the last quarter, bringing the total to 1,610 under the current work plan.

He said over 500 facilities had been equipped at the national level, while states had provided additional logistics support, cold-chain equipment, and solar power systems to sustain services.

He added that Nigeria had launched the novel malaria vaccine and achieved 96 per cent coverage in pilot states, underscoring the renewed public confidence in immunisation campaigns.

He said the Maternal Mortality Reduction Innovation Initiative had supported over 400,000 beneficiaries, with 100,000 receiving direct services and 30,000 accessing advanced care.

He said this was achieved through collaboration with the National Health Insurance Authority (NHIA), which reimburses providers for services rendered to vulnerable women and children.

The NPHCDA boss said the government had also strengthened the National Emergency Medical Service and Ambulance System (NEMSAS), now operational in over 30 states.

He said more than 11,000 patients were transported under NEMSAS-funded services in the last quarter, including neonatal, obstetric, and other critical emergency cases.

He said over ₦322 million was paid to federal and state hospitals to support patient admissions, with an additional ₦20 million paid to state emergency services.

He said a rural emergency transport system was operational in over 150 local governments, including hard-to-reach and insecurity-affected areas, to improve access to urgent care.

He said Nigerians could now access free emergency medical services by dialling 193, which connects them to ambulance dispatch systems in participating states nationwide.

He added that efforts were ongoing to link emergency hotlines, SMS, and online platforms to enable rapid coordination between hospitals, ambulances, and community responders.

Aina said the ministry plans to work with the private sector to expand emergency service access, leveraging their reach and infrastructure to serve more Nigerians efficiently.

He urged Nigerians to continue trusting the health system, noting that ongoing reforms would further strengthen service delivery and accountability at all levels.

Dr Pavel Ursu, Country Representative to Nigeria, WHO, commended the Federal Government for its data-driven approach and the collaborative model involving states and sub-national health leaders.

Civil society voices also weighed in. Chief Moji Makanjuola, Chair of the Nigeria Universal Health Coverage (UHC) Forum, said CSOs amplify community voices and demand accountability for improved maternal and child survival.

Makanjuola emphasised that citizen engagement is critical in making health a political priority, stressing that communities must be included in decision-making to ensure policies reflect people’s real healthcare needs.

She said the structure of the Ministerial Oversight Committee and its peer-review process had deepened accountability and accelerated progress toward Universal Health Coverage (UHC).

The session ended with renewed commitments from all actors to improve data quality, expand funding, and ensure that Nigeria’s healthcare reforms deliver measurable results nationwide.

The meeting, attended by state health commissioners, donors, and technical partners, resolved to align federal and state digital health initiatives under a single coordination framework, strengthen human resource capacity, and expand emergency response coverage nationwide.

FG Validates National Adaptation Plan Document To Tackle Climate Change

0

Federal Government has validated the country’s National Adaptation Plan (NAP) Document to tackle climate related challenges in the country.

Malam Balarabe Lawal, the Minister of Environment, said this at the High-Level Validation Workshop on Nigeria’s National Adaptation Plan (NAP) Document on Wednesday in Abuja.

The News Agency of Nigeria reports that the NAP document was validated before submission to the United Nations Framework Convention on Climate Change (UNFCCC) ahead of COP 30 in Belem, Brazil.

Lawal who was represented by Mr Mahmud Kambari, the Permanent Secretary in the ministry, expressed worry over climate change manifest from changing weather patterns such as Drought and Desertification, to rising sea levels, inundation of coastal lands by sea water and flooding.

“Climate Change is the defining issue of our time and we are at a defining moment, permit me to draw your attention to the fact that Nigeria is highly vulnerable to the impacts of climate change.

“These challenges he worried that they come with adverse impacts on food security, human health and settlements resulting in increased loss of lives and property.

“The challenges of climate change are global in scope and unprecedented in scale. If drastic and decisive actions are not taken now, coping with these impacts in the future will be more difficult and costly,” the Minister said.

He reiterated that addressing climate change is one of the cardinal agenda of the present administration.

“As Nigeria’s NAP Document is being validated today, the next phase would be the implementation.

“All hands must be on deck to ensure that Nigeria is able to attract the needed funds, both locally and internationally, to address climate change impacts, especially with regards to adaptation,” Lawal said.

Dr Iniobong Abiola-Awe, the Director of Climate Change Department in the ministry, said that climate change impacts are on the rise globally and Nigeria is not exempted.

“Extreme weather events and climate variability are impacting many sectors, key infrastructure, biodiversity among others and is causing security challenges.

“These impacts are projected to become even more severe under future climate change scenarios. While efforts are on, to mitigate the effect of climate change, the need for adaptation is also very important so that we can adjust our systems and operations to these effects without affecting our daily activities.

“Nigeria is presently formulating its NAP as a means of identifying medium to long term adaptation needs, developing and implementing strategies and programmes to address those needs in a participatory and fully transparent approach,” Abiola-Awe said.

Also speaking, Mr Gift Gewona, the Task Manager United Nations Environment Programme in Nigeria said that the NAP document is a living document that allows Nigeria to plan for its short-term, medium-term and long-term activities to ensure that the resilience of communities are gained.

“I will like to thank the whole team that has been involved in this process. We are going to ensure we implement the plan to finance the global climate fund.

“This process has emanated from the fact that Nigeria is facing serious climate challenges and from the climate projections,” Gewona said.

Mrs Angelina Ugben, the President of the Global Disabilities Green Initiative, an NGO urged stakeholders to ensure the NAP document goes beyond inclusion.

“At Global Disability Great Initiative , we strongly advocate for a climate adaptation framework that is inclusive, accessible and disability responsive.

“We commend the Ministry of Environment and all collaborative bodies for the inclusive approach taken in the development of this plan.

Dr Nifesimi Ogunkua Climate Specialist Food and Agricultural Organisation (FAO) of the United Nations assured their support for the NAP document saying that FAO would offer technical guidance and support for the implementation of the project.
